Administration/Marketing

photo_nicoNico De León, PE, CCM, President
Mr. Nico De León is President and Founder of the firm and is a registered professional engineer in six states: California, Delaware, Florida, Georgia, North Carolina, and Virginia. Mr. De León holds a BS in Civil Engineering from Pontificia Universidad Catolica Madre y Maestra in the Dominican Republic. He also has a Master of Engineering in Construction Engineering and Management from the University of California at Berkeley. Before establishing NXL, Mr. De León worked for private contractors on major projects such as the Sunshine Skyway Bridge (Tampa, Florida) and Seven Mile Bridge (Florida Keys). Mr. De León has been Principal-in-Charge for all major Construction Engineering and Management projects where NXL has been involved since he founded the company. Mr. De León is currently appointed by the Governor of the Commonwealth of Virginia to the APELSCIDLA Board (Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects).
He also serves on the Board of Directors for the American Red Cross.

Chief Financial Officer

Mr. Killpack joined NXL in October 2009 as Chief Financial Officer bringing with him over 27 years of experience in finance, accounting, audit and treasury.  He is a graduate of Rutgers University, holds a Master’s of Business Administration from the University of Richmond and is a CPA.  His areas of expertise include development of accounting, banking, audit and administrative systems, developing financial strategy and long term planning, and cost reduction and financial control strategies.

Director of Marketing & Business Development

Ms. Sanford is the Director of Marketing & Business Development for NXL. Since joining NXL in 2000, Ms. Sanford has been responsible for business development, proposal and presentation preparation, local market research, and event/meeting planning. She is an active member of the American Society of Civil Engineers (ASCE), the American Society of Highway Engineers (ASHE), SAME (Society of Military Engineers), and ULI (Urban Land Institute). She is also currently a member of the Board of Directors for the Society of Marketing Professional Services (SMPS) as well as a member of the communications committee for the Central Virginia Chapter of WTS International.

Marketing Manager

Ms. Anderson is NXL’s Marketing Manager. Since joining NXL in 2006, she has taken on a leadership role in the Marketing Department where her responsibilities include preparation of proposals, presentations and other marketing materials. Ms. Anderson has a background in graphic and communication design from Virginia Commonwealth University, with emphasis on print publications. She is an active member of SAME (Society of Military Engineers), WTS International, Central Virginia Chapter as well as the current Public Relations Director for Society for Marketing Professional Services (SMPS), Virginia Chapter. Ms. Anderson is a Certified Professional Services Marketer.


Construction Management/Inspection Services

Director of Construction Management

Mr. Grigg joined NXL in early 2008 after a 30 year career with the Virginia Department of Transportation, most recently as Acting District Administrator for the Lynchburg District. His areas of expertise include heavy highway and bridge construction, scheduling, budgeting, constructability and negotiating. He also has a strong background in materials and design and is a licensed Professional Engineer in Virginia. Mr. Grigg is heading up efforts in the areas of Design-Build projects for NXL and will be overseeing existing construction management projects.
He is a member of the Construction Management Association of America (CMAA).

Director of CEI Services

Mr. Harpine is the Director of CEI Services. With over 39 years of experience including 30 years with VDOT, Mr. Harpine has built a reputation as a reliable, efficient, and highly motivated Manager. He has a complete knowledge of construction practices, testing procedures, and DOT Standards. He has extensive experience in managing DOT contracts as a DOT project Engineer or as a Contractor Administrator in the private sector.

Quality Control Manager

Mr. Martin brings more than 30 years of experience in all phases of highway construction to the NXL team. In his years with the Virginia Department of Transportation he served as construction inspector, project engineer, assistant resident engineer, and State CQUIP Engineer. He also has an academic background in civil engineering technology and construction management from Virginia Tech, Virginia Commonwealth University and JS Reynolds Community College. Mr. Martin fully understands the DOT’s expectations of consultants in terms of inspection, documentation, and customer service.


Project Controls

Director, Project Controls Division

Mr. S. Mitchell Ball is Director of NXL’s Project Controls Division. He is a licensed Professional Engineer (PE) in Virginia and Maryland as well as a licensed Land Surveyor (LS) in Virginia and West Virginia. In addition to his engineering and surveying credentials, Mr. Ball is certified as a Planning and Scheduling Professional (PSP) by the Association for the Advancement of Cost Engineers International (AACEI). He holds a BS in Civil Engineering Technology from West Virginia Institute of Technology. Prior to joining NXL, Mr. Ball held positions of responsibility with the Northern Virginia District of the Virginia Department of Transportation and also with a large Virginia based heavy highway construction firm. He has been active in the Virginia transportation industry for well over 20 years and has earned a reputation of providing significant contributions to his respective teams. He has a recognized track record of expertise in the areas of cost estimating, planning/scheduling, claims, value engineering, surveying, constructability, and bid-ability reviews. He has served on various VTCA committees throughout his career and has conducted surveying training for VDOT and contractor personnel. Mr. Ball served as an advisory member of the VDOT–Virginia Tech Partnership for Project Scheduling (2004 to 2007) developing VDOT’s scheduling specifications and advising VDOT’s Mentor Based Training Program.


Surveying Services

Director of Surveying Service

Mr. Clarke has more than 40 years of professional experience in overseeing project teams working on public works, transportation, federal, utility infrastructure, environmental, and land development projects.  Mr. Clarke most recently served as Vice President and District Director of his previous firm.  His managerial responsibilities include business development, client liaison, contract negotiations, technical review, and long-range planning efforts.

Survey Division Manager

A native Virginian, Mr. Jones started his surveying career as a Chainman in 1978. Since then, he has worked with large to medium size survey firms in different positions from Party Chief to Director of Surveys before joining NXL. Mr. Jones has extensive coursework in Land Surveying from Old Dominion University. His experience includes construction stakeout of roadways, bridges, commercial and federal government facilities. Mr. Jones has been responsible for managing all aspects of a fully automated survey operation, including: work with Total Stations, Data Collectors and Field Computers, Processing of field data and transferring into CAD format.

Survey Division Manager

Mr. Stallman brings over 20 years of surveying experience to the NXL team. Heading the recently opened Newport News, Virginia office, Mr. Stallman has been providing professional surveying services in the Hampton Roads area since 1987. Mr. Stallman has a strong background in the Geographic Information Systems arena as well as specializing in GPS, Robotic Total Stations and Beach Profile Monitoring. He is also experienced in Infrastructure Improvement Projects of all types for local, state and federal government. He holds a Bachelor of Science degree in Geology from Old Dominion University and is a licensed Land Surveyor in the state of Virginia.

CAD Manager / Junior Project Manager

Ms. Fitzgerald comes to NXL with more than 20 years in CAD management and design, overseeing project specifications and quality control. Her experience includes automated mapping/ facilities management in GIS form, public works, transportation, federal, utility infrastructure, environmental and commercial land development projects. Ms. Fitzgerald's responsibilities include overseeing project teams, setting up standards and procedures, and maintaining software.
