Virginia Capital Trail, Varina Phase | Design Build
This Design-Build project, administered by VDOT, included construction of approximately 13.5 miles of a ten-foot wide bike trail and over 20 timber bridge structures and one steel and concrete pedestrian bridge over I-895. The Project was executed in accordance with VDOT’s provisions for Design-Build projects. The project also included right-of-way acquisition and utility relocation activities. The total construction cost was $13.5 million.
During the pre-construction phase of the project, NXL helped develop the Quality Assurance and Quality Control (QA/QC) Plan, which included review and approval of the contractor’s QC Plans, staff and processes, as well as detailed presentations to VDOT. We also reviewed drawings, specifications, permits and contract documents to assure that necessary quality elements are incorporated in the QA/QC Plan.
During construction, our Team was responsible for Preparatory Inspection Meetings (PIMs), inspections, Non-conformance Reports (NCRs), Materials Notebook, Design-Build Tracking (DBT) Numbers, Payment Applications and inspection for Final Acceptance. We performed advanced review of contract documents and submittals prior to each PIM, prepared detailed checklists, addressed potential risks to quality, reviewed proposed staff and led each PIM. Our Team collected, reviewed and resolved issues with materials records, reviewed each Payment Application, and recommended non-payment for incomplete or nonconforming work. Additionally, we supervised an extensive material testing program, which included testing by multiple parties and cross-comparison of results. NXL provided QA Manager and QA inspection services for the Varina Phase of this large project.
