Anthony Frascarella, PE
Executive Vice President
As the Executive Vice President responsible for the management and growth of Century’s transportation operations in Virginia, Tony works closely with NXL’s leadership to enhance and promote CEI and Survey operations across the state. Tony has worn many hats since joining Century in 1990 including project manager, department lead, division and area operations manager, and business development chief. He received his undergrad degree from Clarkson University, followed by an MBA from Loyola University. Tony is a past president of the American Society of Highway Engineers and currently serves as an executive board member and President of the American Council of Engineering Companies, Maryland Chapter, as well as Spring Grove Arboretum, Inc. non-profit.

Nico De León, PE,CCM
Senior Advisor
Nico De León is a registered Professional Engineer in six states: California, Delaware, Florida, Georgia, North Carolina, and Virginia. Mr. De León holds a BS in Civil Engineering from Pontificia Universidad Catolica Madre y Maestra in the Dominican Republic. He also has a Master of Engineering in Construction Engineering and Management from the University of California at Berkeley. Mr. De León currently serves on the Board of Directors for the American Red Cross and Venture Richmond.

Michael Saunders, PE, CCM, DBIA
Senior Vice President
Michael Saunders oversees the day-to-day operations of NXL’s Construction Management and Survey Divisions including our Regional Management staff and field crews. Mike serves on the Engineering Consultant Leadership Committee (ECLC) of the Virginia Transportation Construction Alliance (VTCA) where he plays a role in assisting and advocating for our partners in the consultant community. In his spare time, Mike operates his own lawn care business, coaches his son’s soccer team, and is active in his church.

Daniel Rich, PE, CCM, PSP, DBIA
Associate Vice President
Daniel Rich serves in a dual role for NXL, overseeing inspection staff in North Carolina and Southwest Virginia, as well as providing Project Controls services. Daniel is an active member of ASHE and DBIA. In his free time, Daniel enjoys working on his home, which he built (and is still building), and spending time with his family. He has 5 children who are involved in various sports from swimming, to football, to ballet, so Daniel spends a lot of time chauffeuring them to and from activities.

Brandon Trail
CEI Department Manager
As the Department Manager for Construction Engineering Inspection (CEI) in Virginia, Brandon supports the projects and services of transportation engineering, design/build and construction inspection. Brandon works closely with the Regional Managers and supports the field staff across Virginia. Brandon also supports Senior V.P. Michael Saunders with inspection needs, forecasting and proposal development. Brandon and his wife homeschool their three children and are members of Swift Creek Baptist Church in Midlothian, Va. Brandon serves on the SBC Disaster Relief Team and the Safety Committee for NXL/Century Engineering. In Brandon’s spare time, he enjoys camping with his family year around.

Emily Ripka, CPSM
Business Development & Marketing Manager
Emily Ripka has 10 years of professional services marketing experience and began her NXL career shortly after receiving her degree in Business Administration and Marketing from Longwood University. Emily is a Past President of the Society for Marketing Professional Services (SMPS), Virginia Chapter, and a Certified Professional Services Marketer (CPSM). Outside of work, Emily owns a graphic design business creating special occasion stationery for events, weddings, and fundraisers. She also serves as a committee member on the MDA Greater Virginia Gala Planning committee.

Joe Hamed, PE, CCM, PMP, DBIA
Project Manager / Quality Assurance Manager
Joe Hamed is a Virginia and West Virginia licensed Professional Engineer, Project Manager, and Construction Manager, as well as a licensed Professional Surveyor in West Virginia, with more than 20 years of experience in the transportation construction industry. Outside of work, Joe loves to fly and is an Instrument Rated Private Pilot and the Secretary of the Hokie Flying Club. Joe and his wife Karen enjoy spending weekends at their farm in West Virginia, hiking, hunting, archery, floating the river, and basically all outdoor activities.

Human Resource Manager
Monica Bouchey is our Human Resources and Payroll Manager. Monica holds a Bachelor’s Degree in Business Administration and maintains credentials in “Professional of Human Resources” (PHR) from the Human Resource Certification Institute and the Society of Human Resource Management – Certified Professional (SHRM-CP). Monica’s #1 joy is her family. She and her husband, Joe, love spending time with and watching their four children and five grandchildren grow and happily thrive. In her spare time, Monica loves jumping into DYI home improvement projects.

Paul Moose, PE
Locality Program Manager
Mr. Paul Moose serves as the Locality Program Manager tasked with building the NXL presence for Locally Administered Projects (LAP) in Hampton Roads and other areas. Paul is a graduate of Old Dominion University who, before joining NXL, worked for VDOT for more than 15 years. Paul and his wife have three boys who they homeschool. They are active members at Liberty Baptist – Harborview and in his spare time Paul volunteers as varsity baseball head coach for the USA Homeschool Warriors, the only scholastic team in Hampton Roads fully committed to homeschoolers. He also coaches basketball and leads the 11th and 12th grade boys youth group at Church. His hobbies include studying Scripture, anything at the beach, fishing, golfing, and hiking.

Tommy Lindsay, PMP
CEI Regional Manager
Tommy Lindsay serves as the Central / Eastern Virginia Regional Manager, overseeing inspection staff in the Hampton Roads and Richmond areas. He also serves as the Construction Inspection Coordinator on NXL’s CEI Contracts in the Richmond and Hampton Roads Districts. Tommy is a member of the Project Management Institute and has been a Project Management Professional (PMP) since 2007. Before joining NXL, Tommy was a Construction Manager for VDOT with over $750,000,000 in his project portfolio. Tommy also serves as a Construction Manager on multiple Local Assist Program projects in localities in the Richmond Area. When he’s not working, Tommy enjoys fishing, travel and golfing! He takes annual trips to his favorite beach, Cape Lookout, and prides himself on his 30+ citation fish

William Marks
CEI Regional Manager
William Marks has over 40 years of industry experience, starting as a Construction Inspector and now a CEI Regional Manager in the Lynchburg District. William also serves as the Construction Inspection Coordinator for our prime VDOT Lynchburg contract. William is responsible for managing our inspection staff under this contract and ensuring task order requests and client needs are addressed quickly. In his free time, William enjoys boating, fishing, and coaching softball.
